The need for an anti-war coalition

The World Civilizations Initiative Research Center organized an international conference on Global Security and NATO on June 26-27, 2026, in Istanbul, Türkiye, ahead of the NATO summit scheduled for 7 and 8th of July in Ankara. One of the speakers was Sergey Yuryevich Glazyev, a Russian politician and economist, State Secretary of the Union State, member of the National Financial Council of the Bank of Russia, and a full member of the Russian Academy of Sciences. Below we document Glazyev’s speech, the title was set by UWI.

Ladies and gentlemen,

it is my great pleasure to talk to you. Unfortunately, I couldn’t be with you in person, and I’d like to use this opportunity in order to say my opinion about NATO expansion.

The point is that from the very beginning, North Atlantic Treaty Organization was formed against the Soviet Union and Soviet bloc. Only after NATO was organized, the Warsaw Bloc was started. So, it was the reaction of the Soviet Bloc for the initiative which was made from Washington after the famous speech of Mr. Churchill who declared the Cold War against the Soviet Union. NATO never was the defense organization. It’s from the very beginning, it was quite clear, aggressive organization, which was designed in order to maintain the Cold War pressure against the Soviet Union.

Just at the collapse of the Soviet Union, NATO began its expansion to the East. It was very strange from the very beginning because, first of all, NATO was organized against Communist Empire. Communist Empire collapsed. The East European countries got total independence from the Soviet Union. And the Soviet Union didn’t exist anymore. But nevertheless, NATO didn’t disappear as Warsaw Pact. It continued its activity. And furthermore, its activity becomes more and more aggressive. In spite of the obligations of the political leaders of the Western countries, which were made for Gorbachev, the President of the USSR, that NATO will not expand.

Just after the collapse of the Soviet Union and the resignation of Gorbachev from his position, all these obligations were broken and NATO started to press to the East European countries and Baltic states to become the part of them. The design of this activity was very simple. East European countries never get independence and their political elites didn’t have experience to maintain independent policy. Just after they became independent from the Soviet Union, they started to look for another kind of dependence. They were not able to pursue their own economic policy, their own military policy, simply they didn’t have any goals except to join the Western countries, the European Union, and their idea was to transfer their independence to Brussels to be the part of the European market.

But before they joined the European Union, it was a decision from Washington that they have to join NATO. Only after they joined NATO, they could join the European Union. So they were politically pressed to join NATO, and we had expansion of NATO, not only taking the former countries of the Warsaw Bloc in Eastern Europe, but also the Baltic countries. For what? What is the reason? What was the main goal of the NATO expansion?

The main goal was to become more stronger in comparison with the Russian Federation. Russian Federation was not communist anymore, so it was not clear for what reason NATO continued its strengthening, continued its expansion, continued the militarization of the former Soviet allies. All these questions didn’t have any answers. But now we see quite clearly that the NATO aggression against Ukraine was shown to everybody that the main goal of NATO is the defeat of Russia. It is very strange because Russia  was not considered anymore as an enemy of the Western world, including the United States.

It was the long-term policy, which was designed by Mr. Brzezinski a long time ago. We considered this policy a crazy one. Nobody believed that anti-utopia, which was elaborated by the Russophobe Brzezinski, will become the main direction of the American strategy. But nevertheless, during the last 10 years, we see the strategy very clearly. It includes five stages.

The first stage, it was a dream of Brzezinski to control Ukraine and to make Ukraine anti-Russia. It happened because of NATO. NATO interfered, especially the American, British and German intelligence and politicians deeply interfered into the Ukrainian internal policy. Ukraine from the very beginning was under the strong pressure of the Western kind of, various kind of non-government organizations. The United States, Britain and Germany sponsored the Russian enemies. They tried to create their own anti-Russian elite in the Ukraine. And unfortunately, they succeeded because Russia didn’t do nothing in response to these threats. So, the first idea of Brzezinski to get control over the Ukraine and to make Ukraine anti-Russian really happened.

The second stage of this crazy policy was to take Europe away from Russia. It also happened, we see the crazy European elites, which are deeply illed by Russophobia, which undermined their own economic position, which refused to take Russian raw materials, Russian natural gas, Russian energy, and now put Europe into huge economic crisis. In spite of the fact that all these ideas were crazy, and they do not fit the European interests. Nevertheless, pro-American European elite, especially in Brussels, continued the Rousseff policy and blocked all the economic relations with Russia. It was very strange from our point of view, because it totally contradicts the European economic interests. And without Russian access to the Russian raw materials and Russian energy supply the European economy couldn’t be competitive. We see this quite clearly just now.

The third stage of the Brzezinski plan was to make revolution in Russia. The idea was that after Russia blocked from the Western countries and all these financial sanctions will be imposed, Russian oligarchs will do the same as their brothers did in Ukraine. So, they will help Western countries, especially the United States and Britain, to organize some kind of coup d’etat in Russia and to put pro-American government in the Russian Federation in order to isolate China.

The fourth stage of this crazy plan was to defeat Iran. We see how it happens. And finally, the fifth stage is to isolate China and to create hunger in China, to overthrow the Chinese Communist government.

It is quite clear that such kind of plan could not be fulfilled. Russia becomes even more strengthened now, because in spite of the financial sanctions from the West, in spite of the isolation, Russian power becomes more concentrated, more creative, more efficient. And the only result of these American sanctions was the reorientation of the Russian economic relations to the East. Now we do not use American dollar, we do not use euro or pound, we use only national currencies. Ten years ago, the European Union was the major partner of Russia and Eurasian economic union. Now the major trading partner is China. So, it took only three years to re-orient our economy to Asia. And it gives us a lot of benefits. Because we have more understanding with the Asian partners. We have more opportunities.

And the most important is that the economic center of the economic world moved to China. And this is the main reason for the American aggression at the moment against Ukraine and against Russia. The point is that America is losing its leadership in the world. It becomes quite clear now after their defeat in Iran. America is not a superpower anymore. And we see that during the last five years the collapse of Pax Americana. Nobody now sees the United States as a world leader. It lost its political leadership as an example of democracy. Because of the crazy anti-democratic elections, which took place twice. America is not a moral leader anymore, because they undermined the democratic and liberal regime of the trade in the world. They undermined their international legal network, undermined WTO organization. So almost all international law is broken by the United States.

So, it is not no political leader anymore, nor the moral leader, nor the democratic leader, nor the military leader after they have been defeated by Iranians. And finally, it is not the economic leader anymore. It still has a lot of military power. It still has a lot of financial power. And they are trying to use their financial and military power. Somehow to come back as a world leader and introduce its new hegemony over the world. But it couldn’t happen because we see all these trends as a result of the worldwide regulations, long-term regulations of world economic change.

Every century, the center of the world is moving. Mr. Dr. Arigia, about 20 years ago, showed that each century we have different world systemic accumulation capital cycles. And these cycles have their limits. A hundred years ago, we see the collapse of the British Empire. Before, we saw the collapse of the Holland supremacy. And now we see the collapse of the American century cycle of capital accumulation.

The center of the world already moved to East and South Asia. And now China became the leader of the world. And it happened because Chinese have much more efficient system of management than Western countries. They combine market competition with the strategic central planning. They use government control over the monetary flows to create a positive credit opportunity to finance the economic growth. Chinese economy is growing three times faster than Western economies because of the more efficient economic system. And it is no doubt that next 20-30 years, the economic center of the world moved to the East and South Asia. And China and India will have their dominance in terms of the world economic growth.

We see the creation of the new world institutional structure, which is based on combination of market competition and strategic central plan. In this combination, the government is trying to integrate the society. It is trying to introduce such kind of policy, which will improve the well-being of the people. The main goal of this kind of economic system is the improvement of the living conditions of the people, the growth of personal and social income. All those private entrepreneurs, which are doing their best trying to achieve these goals, get their help from the government, they have access to their credits, they get different support in their innovative activities. It is the objective regulatory trends, which nobody could overthrow.

And, of course, this crazy American policy is not working. America will never be the world leader again. The world leader, both in economic growth, in new systems of management, in innovation activity, is China. And India is moving towards China, creating the Bipolar New World Economic Order. In India, we have a quite similar system of economic management, in spite of the fact that India is a democracy and China is led by the Communist Party. So, we see the New Bipolar World, which is similar to the previous one. We have the Soviet Union and the United States with the Cold War between them. And now we see China as a world leader and India as Emergent another world leader. China is communist, India is democratic.

But the point is that according to their constitution, both of those countries have a priority of their common goals. So, in India we have the similar socialist tradition, which is more democratic. But nevertheless, Chinese, Indian constitution shows that the interests of the people, interests of the society is more important than the private interests. So they create quite a different ideology of the world economic system, which will be based on the common interests, which will be based on the common investments and the idea of this new economic policy is to create win-win policies, where all the countries participating in economic cooperation are trying to do their best in order to combine their competitive advantages and to create new opportunities for growth.

The former American leadership, based on the liberal economic order, is done to work anymore. The new pattern of the economic cooperation are the common investments. And all those countries in the East, which I mentioned, China, India, also Indonesia, Eurasian Economic Union, Shanghai Organization of Security and all other integrative structures in Asia are trying to maintain this open and multilateral, free, based on the common interest type of international cooperation.

The aggression of NATO contradicts all those trends. It is no doubt that Americans will lose this war, which is started more than 10 years ago, against China as a trade war, then against Russia as the financial war, and now as a real war in Ukraine against Russia and the humanity in a whole. About 15 years ago, I wrote a book, The Last World War. The United States start and lose. Now we see that United States and all NATO bloc is losing. They do not have any chance to defeat Russia. They do not have any chance to realize this crazy Brzezinski policy. What they are doing, they create only problems. Problems for their own population. They create threats to the mankind. And it’s quite clear that NATO do not have any basis for continuing its crazy activity.

Unfortunately, the Western leaders in Europe now are really former Nazi. They are trying to do what Hitler tried to do 85 years ago with its aggression against the Soviet Union. It is no doubt that the NATO aggression, the European aggression against Russia will be defeated again. Because they do not have any, no moral, no historical reasons for this aggression. The only idea is to control the whole world. To control the world for what? What they propose for the world? The new concentration camps, their control over the society by the means of artificial intelligence and information technologies. The people around Trump really wants to control the whole world and control personally everybody through the information technologies. It is also until topic, it will not win. But it creates huge threats to the society and to the mankind.

In order to neutralize these threats coming from American and NATO aggression, I think we should create the anti-war coalition. The anti-war coalition could be created on the basis of two principles.

First, not to use information technologies including artificial intellect of the countries which are continuing the war against mankind. The only country which does not want to sign the agreement of anti-terrorism in the information technologies not to use any technologies in information sphere as tools for terrorism, we prepared such kind of international treaty, is the United States. The treaty against cyber-terrorism is supported by the majority of the countries. And the only country which does not support the international convention against cyber-terrorism is the United States. Because the United States is the terrorist number one in information technologies.

So, in order to protect our information system from cyber-terrorism, we should impose an embargo on those countries which are not ready to sign the Convention against Cyber-terrorism. So, we should not use the American information technologies. This is the only way how we can protect our countries from this aggression.

The second idea is to join together against the use of biological weapons. Now it becomes quite clear that COVID pandemic was created in the American laboratories. So, the CIA and other American special structures financed and organized the creation of coronavirus. So, we shouldn’t use and shouldn’t allow Americans and NATO to use any biological laboratories all around the world. So, we should protect our countries from the biological terrorism. These are real threats. As well as the real threat is the American aggression and NATO aggression in Ukraine. So, we have to join together our efforts to avoid the further escalation of NATO aggression to the east and to save mankind against the new military catastrophe.
