Vatan Party Chairman Dr Doğu Perinçek commented on the Makkah Agreement submitted to the Grand National Assembly of Türkiye (GNAT) during his appearance on Ulusal Kanal’s Çıkış Yolu program. Analyzing the 16-article agreement signed between Türkiye, Saudi Arabia and Pakistan, Perinçek stated that the document had been written in invisible ink in accordance with the interests of Israel and the United States. He emphasized that the agreement places Türkiye, through Saudi Arabia, against Yemen’s War of Independence, Palestine, Gaza and Iran. Warning that Türkiye was being drawn onto the wrong side of the regional struggle, Perinçek called on Parliament and its members not to ratify the agreement.
“Netanyahu’s Signature Is on This Agreement”
Drawing attention to the provisions of the agreement and their potential military consequences, Perinçek stated:
“Israel’s signature is on this agreement. Netanyahu’s signature is on the Makkah Agreement, but it is written in invisible ink. When we read the 16 articles of the Makkah Agreement, we can state the following conclusion very clearly and with confidence: if Israel had written this agreement, it would have written these 16 articles in exactly this way. Because this agreement is directly against Yemen’s War of Independence. This agreement is against Iran. This agreement is against Palestine. This agreement is against Gaza.”
‘Türkiye Is Joining the Same Front As Israel’
“It is so clear. First of all, military cooperation and armed cooperation are repeated in many articles, and this is the essence of the agreement. It states that any attack against one of the parties shall be considered an attack against all of them. But there is a particularly important point here. Saudi Arabia is explicitly mentioned. Now, suppose a war breaks out between Türkiye and Israel as a result of this agreement. Will Saudi Arabia and Pakistan come and fight alongside Türkiye against Israel and the United States? NATO conducted an exercise involving the crossing of the Meriç River. Tanks crossed the Meriç River. Will soldiers come from Saudi Arabia to defend Türkiye there, on the banks of the Meriç? Or will soldiers come from Pakistan to defend Türkiye? Will Pakistan’s nuclear weapons provide a nuclear umbrella for Türkiye? Let us look at the realities. Saudi Arabia is explicitly mentioned in the committee meeting concerning an attack against Saudi Arabia under this agreement.
“In the event of aggression against Saudi Arabia, Türkiye and Pakistan will stand alongside Saudi Arabia with their military capabilities and forces. And this is precisely what is on the agenda today. Among the three signatories to this agreement — Türkiye, Saudi Arabia and Pakistan — Saudi Arabia is currently engaged in an armed conflict. What does the agreement say? It says that when one of the parties becomes involved in an armed conflict, this shall be regarded as aggression or an attack against the other parties as well, and all these countries shall fight together, with all their forces, against the aggressor. Who is fighting at present? Saudi Arabia is currently fighting against Yemen’s War of Independence, alongside Israel.”
“Iran, Palestine and Gaza Stand With Yemen”
“What happens, then? Türkiye assumes an obligation. Türkiye undertakes a commitment. What commitment, what obligation? It undertakes to fight alongside Saudi Arabia against Yemen, against Yemen’s War of Independence, or to support Saudi Arabia militarily in one way or another, with various defense or military equipment. Therefore, under this agreement, Türkiye is joining a front. Which front? The same front as Israel. Türkiye is joining the same front as Israel. It is joining the same front as the United States. Because Israel and the United States stand against Yemen. Who stands with Yemen? Iran, Palestine and Gaza stand with Yemen. Therefore, the fronts have already taken shape. By signing this agreement, Türkiye has undertaken commitments to become involved in armed confrontations and conflicts alongside Saudi Arabia. Consequently, Türkiye stands alongside Israel. In reality, this agreement has been concluded between Israel and Türkiye. Türkiye is effectively saying to Israel: ‘Do not worry. I will stand by your side in the armed struggles against those who oppose you.’ That is the essence of this agreement. This is why the Grand National Assembly of Türkiye and the Turkish nation bear an enormous responsibility. The Grand National Assembly of Türkiye cannot ratify this agreement. Because this is an agreement bearing signatures that place Türkiye on the same front as Israel. Those signatures represent commitments to support Israel, including obligations that could lead to entering a war alongside Israel. This becomes perfectly clear when we read the 16 articles. Yes, the Saudi King and his Crown Prince have their signatures on this agreement. But scratch away those signatures and what will you find underneath? You will find Netanyahu’s signature. Alongside the signature of our President, Tayyip Erdoğan, stands Netanyahu’s signature. And there is also the signature of Pakistan’s Prime Minister. That is the essence of this agreement.”
“Israeli Generals Are in Riyadh Today”
“All the articles repeat one another. But what does it say under Article 1? It states that if the territorial integrity, sovereignty or internationally recognized borders of any of the parties are threatened or endangered, the parties — namely Türkiye, Saudi Arabia and Pakistan — shall employ all necessary means, including armed means, to eliminate those threats or dangers. In other words, the final paragraph of Article 1 states that Türkiye, as a party to this agreement, shall enter into a struggle alongside Saudi Arabia, using all its capabilities and means, if Saudi Arabia faces a threat or danger. But what does it mean to enter into a struggle alongside Saudi Arabia against Yemen? It means fighting alongside Israel. It is perfectly clear. Israeli generals are in Saudi Arabia’s military headquarters in Riyadh today. The whole world knows this. It is being reported everywhere. Israeli commanders have moved their headquarters to Riyadh. From there, they are directing Saudi Arabia’s struggle against Yemen’s War of Independence. They are also providing military support. The United States supports Saudi Arabia. It also supports Israel, does it not? Therefore, when the agreement states that Türkiye shall employ all necessary means alongside Saudi Arabia to eliminate threats and dangers directed against Saudi Arabia, it draws Türkiye into the struggle against Yemen’s War of Independence alongside Saudi Arabia and Israel. Consequently, Israel wrote this agreement. Israel wrote it. Our Ministry of Foreign Affairs did not write it. And unfortunately, Türkiye has signed it.”
“Saudi Arabia Is Under Israel’s Control”
“Look, all the articles are like this. Let us continue. Article 2. Let us read Article 2. It states that the parties shall immediately assist the party under attack, using all the means of mutual assistance available to them. Notice the word ‘immediately’. Saudi Arabia is already fighting against Yemen’s War of Independence under Israel’s direction. Saudi Arabia is losing; it is heading towards defeat. But under Article 2, Türkiye will immediately — and the word ‘immediately’ is important here, which makes this provision extremely dangerous — rush to the assistance of Saudi Arabia, and therefore Israel, with its armed forces.”
“Israel Also Supports Saudi Arabia”
“Let us continue. Article 3. There is so much repetition. First of all, let me say that those who drafted this agreement — in fact, Israel wrote these 16 articles — could have written it in five or six articles. There is a great deal of repetition in this agreement. The same things are repeated over and over. What is being repeated? That Türkiye will immediately enter the war alongside Saudi Arabia. That is what is repeated. We will find this again and again in all the articles we are going to read. We have finished Article 2. Let us read Article 3. It states that the parties shall cooperate closely in the fields of defense, the defense industry and security pursuant to Article 2 of this Agreement. Now, reports throughout the international press indicate that Saudi Arabia’s ammunition and other military supplies are running out. Its missiles are running out, as are its other munitions. Therefore, the danger contained in this agreement is not limited to sending Turkish soldiers against Yemen alongside Saudi Arabia and Israel. Türkiye will also support Israel against Yemen’s War of Independence by supplying military equipment, ammunition and other materials. It will support Saudi Arabia, but that means supporting Israel. Israel also supports Saudi Arabia. Israel is currently directing the Saudi Arabian army. Israel has established its headquarters in Saudi Arabia’s capital.”
“All The Articles Repeat One Another”
“Let us continue. Can we move on to Article 6? I am skipping some articles because they all repeat one another. Let me also say that those who drafted this agreement lack the knowledge and technique required to draft an agreement. They keep repeating the same things, the same words over and over. An agreement that could have been written in five articles has been written in sixteen. Article 6 states that, in order to develop their defense capabilities, the parties shall encourage reciprocal exchanges of personnel between defense institutions, joint training programs and exercises, as well as deployments and activities aimed at improving the interoperability of their armed forces. In other words, our Turkish Armed Forces will train the Saudi Arabian army, Saudi officers and soldiers. There will also be personnel exchanges in various defense-related fields. So, this is not merely about sending Turkish soldiers. From Türkiye’s perspective, the agreement contains commitments to support Saudi Arabia in every aspect of a war — and therefore to support Israel.”
“What Can Saudi Arabia Contribute?”
“Article 5 places emphasis on terrorism. But this is just a familiar refrain, my friends. You know how the United States goes around the world saying that it is fighting terrorism? What it calls terrorism is actually the struggles for independence. The Americans even called Atatürk a terrorist. During our War of Independence, they called him a bandit. Did the imperialists not call Atatürk a bandit? Let us open the newspapers published in Istanbul at that time and read them. What did the Sultan and the Istanbul government call Mustafa Kemal Pasha, the National Forces in Anatolia and the forces of the War of Independence? They called them bandits. In today’s terminology, they called them terrorists. The United States uses the same language today. Vietnam fights, and it is called terrorist. Iran fights, and it is called terrorist. They call Iran a terrorist state. Palestine resists, and it is called terrorist. Gaza resists, and they speak of terrorists in Gaza. Was Hamas not described as terrorist by the United States? Is it not still described that way? Even our own government, when Hamas began that war in Gaza, initially called Hamas terrorist, did it not? That is why the word ‘terrorist’ has no value in this context. So, is Saudi Arabia going to contribute to our struggle against terrorism? What can Saudi Arabia contribute? What does it have that it could contribute? It cannot even save itself. Saudi Arabia is in a disastrous situation and is losing. When Türkiye faces a threat, will Saudi Arabia come and fight alongside us? NATO forces conducted an exercise involving tanks crossing the Meriç River. Will Saudi Arabia come and fight alongside us against those tanks? Is there any such possibility? There is none. But there is another possibility. And that possibility is explicitly expressed here when the agreement refers to threats and dangers facing Saudi Arabia: Türkiye could send Turkish soldiers against Yemen’s War of Independence, train Saudi Arabian personnel, and provide Saudi Arabia — and therefore Israel — with military equipment and weapons. Those are the dangers. But with what capabilities could Saudi Arabia support Türkiye in defending its homeland? It is ridiculous. They say the parties will support one another. If Türkiye is subjected to aggression, what does Saudi Arabia possess, what strength and what capabilities does it have to support Türkiye? Especially a Saudi Arabia that is under Israel’s control. Is such a thing possible? If Israel goes to war against Türkiye, Saudi Arabia will stand alongside Israel. Perhaps it will supply Israel with oil. If it has money, it will provide money. But Saudi Arabia is running out of both oil and money. Let us recognize that as well.”
“Why Saudi Arabia and Not Ankara?”
“Let us continue. We can move on to Article 7. Now, look, the most important provision for me is Article 8. It is the provision that begins with serving the Strategic, Political and Defense Committee, where Saudi Arabia is explicitly mentioned. Article 8 establishes a committee — a Strategic, Political and Defense Committee. In other words, Türkiye, Saudi Arabia and Pakistan have supposedly established a committee, a subsidiary committee. And that committee is unlawful as well. It states that a secretariat headquartered in the Kingdom of Saudi Arabia shall be established to serve this committee. Why is its headquarters in Saudi Arabia? Because the war is there. Why not Ankara? Why not Mersin? Why not Antalya? Why not Cyprus? Or Pakistan, for that matter? This is one of the pieces of evidence showing that the agreement concerns Saudi Arabia’s war in Yemen — and therefore Israel’s war against Yemen.”
“We Must Close the Door Here”
“The articles repeat one another. The essence and substance of this agreement are as follows: Türkiye will enter the war against Yemen’s War of Independence alongside Israel, if Parliament approves this agreement. Of course, that alone is not sufficient. A parliamentary motion would also be required to send troops abroad. But we must prevent this process from advancing. Once Parliament ratifies the agreement, a motion will be submitted on the basis of that agreement. They will say: ‘Look, we have passed this agreement through Parliament. We have approved it. Therefore, we are sending Turkish soldiers under the command of Saudi Arabia and Israel against Yemen’s War of Independence. Now vote in favor of this motion as well.’ That is why we must close the door at this stage.”
“An Agreement Serving Saudi Arabia and Israel”
“Article 10 concerns logistical support. It states that, subject to the availability and compatibility of logistical support services, the parties shall provide one another with logistical support in peacetime, wartime and other extraordinary circumstances, including weapons, ammunition, fuel, spare parts and other equipment. What weapons or technology does Saudi Arabia possess that it could use to support Türkiye? Or take Pakistan. Pakistan is our brotherly country, of course. But will Pakistan bring its nuclear weapons to Türkiye so that we can establish a deterrent force against the nuclear threat posed by Israel and the United States in the Eastern Mediterranean? These are fairy tales. They are things that will never happen. When we evaluate this entire agreement on the basis of practical realities, one part is a fairy tale. But there is also a real part. And what is that? This agreement serves Saudi Arabia and Israel. It places before us an obligation to support the armed struggle of Israel and Saudi Arabia against Yemen. Otherwise, what support could Saudi Arabia provide to Türkiye? And what support could Pakistan provide from the other end of Asia?”
“Withdrawal Does Not Save Türkiye Either”
“Let us also examine the provisions concerning entry into force. The agreement has a ten-year term. It will remain in force for ten years. And even after its entry into force, the Turkish state assumes such obligations that, suppose it withdraws from the agreement — it may withdraw after ten years if it wishes — it will still be required to comply with the provisions of the agreement that remain in effect after withdrawal. In other words, even withdrawal does not save Türkiye. Of course, the future national governments of Türkiye will immediately terminate this agreement bearing Israel’s signature. And nobody will be able to impose these obligations on Türkiye. The agreement states that its texts are in Turkish, Arabic and English and that all these texts are authentic. But then it says that the English text shall prevail. Why? There are no British representatives in this agreement. There are no Americans. Why should the English text prevail rather than the Arabic text, the Turkish text or the Urdu text spoken by Pakistanis? Even the decision to give precedence to the English text is a disgrace for Türkiye. Our language is Turkish. If we have signed an agreement with Arabs, then Arabic could be used. Why should English prevail? There are no British parties to this agreement. There are no Americans. There is no English-speaking country among the parties. Why, then, is the English text considered authoritative? This is another very important provision showing which system those who drafted this agreement are affiliated with. That must also be stated.”
“This Agreement Is Against Türkiye And Humanity”
“We strongly urge all our citizens and members of Parliament to examine and read this agreement carefully. I repeat: Israel’s signature is on this agreement. Our President has signed this agreement alongside Netanyahu. Because Israel is the only country that will benefit from it. Saudi Arabia will not benefit. The Saudi people will not benefit. The Saudi nation will not benefit. There is a Saudi dynasty whose throne is shaking. The Saudi monarchy will benefit from this agreement only insofar as it helps preserve its throne. Israel will benefit. The United States will benefit. Therefore, in reality, neither Türkiye nor Pakistan is among the true parties to this agreement. The real parties are the Saudi monarchy, Israel and the United States. The actual signatories and authors of this agreement are Israel and the United States. Let us state this very clearly. Anyone who reads the agreement will recognize and establish this fact. For that reason, we once again call upon the Grand National Assembly of Türkiye. This agreement represents Israel’s interests in their entirety. It is an agreement concluded with Saudi Arabia, which stands alongside Israel in armed conflict and is under Israel’s control. In fact, let us not even describe Saudi Arabia as Israel’s comrade-in-arms. Saudi Arabia is not Israel’s comrade-in-arms today. It is Israel’s pawn. An agreement concluded with Saudi Arabia, which is Israel’s pawn, is in reality an agreement concluded with Israel. The entire agreement serves Israel’s military and armed interests. This agreement is against Yemen’s War of Independence. This agreement is against Palestine. Our government speaks of sending medicine and other supplies to Palestine. But there are those who send missiles to Palestine: The Republic of Yemen. The Republic of Yemen does not send medicine, bread or dry bread to Palestine. It sends missiles. Yemen is driving the American navy out of the Red Sea. This agreement, in its essence and entirety, is directed against Yemen. First and foremost, it is against Yemen. Then it is against Palestine. Then it is against Iran. And it is against Türkiye. This agreement is against Türkiye and humanity.”
