American Communist Party believe NATO will grow more terroristic in the years ahead
The World Civilizations Initiative Research Center organized an international conference on Global Security and NATO on June 26-27, 2026, in Istanbul, Türkiye, ahead of the NATO summit scheduled for 7 and 8th of July in Ankara. American Communist Party CEC Member Jackson Hinkle held a speech here. UWI documents below the speech.
Comrades, friends, and revolutionary brothers and sisters:Thank you to Chairman Perinçek and the Vatan Party for hosting this historic conference and for giving me the honor to speak before you today. In these dangerous times, gatherings like this remind us that the forces of resistance are not scattered—they are gathering strength, just as the people always have when facing empire. On December 12, 2024—just weeks before Donald Trump’s inauguration—the newly installed NATO Secretary General Mark Rutte stood up and declared, without any shame: “We are not ready for what is coming our way in four to five years. Danger is moving towards us at full speed… We are safe now, but in four or five years, we might not be safe anymore.”
Comrades, let us be clear about what this means. Only two months into his job, Rutte was already signaling to every warmonger on the planet that NATO would lead the charge toward a wider war. He wasn’t warning of danger—he was promising preparation for it. Over the coming years, NATO will scramble to bulk up its arsenal, dodge any real budget discipline from Trump, and maneuver to install a new president in Washington who will serve the same imperialist masters without hesitation. And the world is hurtling toward that 2029 nightmare Rutte sketched out. The Democratic Party machine is already positioning for major gains in the 2026 midterms and eyes the White House again in 2028. At the 2025 NATO Summit in The Hague, the allies locked in a major new target: 5% of GDP on defense and security spending by 2035, with at least 3.5% going to core military needs. For the first time ever, all 32 members hit or exceeded the old 2% benchmark in 2025.
Germany is rebuilding what it calls Europe’s strongest conventional army by 2039. Poland is moving even faster, determined to field one of the largest and most aggressive forces on the continent by 2030. Estonia has pledged over 5% of its GDP starting in 2026. The eastern flank is racing ahead in percentages and ground troops, Germany is stepping up as the central heavyweight, and the Nordics are hardening their total defense. All of it fits neatly into NATO’s new Force Model. They are building the machine they hope a future Democratic president will finally unleash against the Russian Federation.
NATO today may be weaker in real capability than at any point in recent memory, but weakness does not make it less dangerous. On the contrary, a wounded beast is often the most vicious. We in the American Communist Party believe NATO will grow more terroristic in the years ahead. There are three clear reasons.
First, the U.S. empire is fighting with everything it has to preserve its unipolar dominance. This is the same principle behind every aggressive move we see. There is an old saying in America that “Freedom is never more than one generation from extinction, so it must be defended constantly.” The empire applies this logic to its own hegemony, which is visibly crumbling around us.
Look at the war on Iran. It was never just about “regime change” or highly enriched uranium. The goal was to balkanize the country, shatter its sovereignty into pieces, sever China’s Belt and Road routes through the region, and open the southern flank of Russia to a flood of chaos and terrorism. These Middle East wars are also tied directly to
Netanyahu’s IMEC plan—the India-Middle East-Europe Economic Corridor he promoted at the UN General Assembly. IMEC is meant to replace the Belt and Road with an Israel-centered trade route that serves American and Zionist economic control. Chaos and fragmentation in West Asia are merely the features that clear the path for this corridor while weakening any independent axis of resistance.
Second, despite the massive spending, the U.S. military and NATO remain a hollowed-out force in many respects. As speakers yesterday rightly emphasized, Russia is winning in Ukraine. No barrage of drones on Moscow can erase the historic advances in Donbass. NATO’s only remaining play is to terrorize civilians. In the war on Iran, the U.S. and Israel pulled in heavy NATO support yet still emerged humiliated—after promising total destruction, regime collapse, Balkanization, and seizure of enriched uranium. They failed twice to dislodge Ansar Allah from Sana’a despite joint naval assaults. Their terrorist proxy forces in the Sahel are being dismantled by the revolutionary armies of the Alliance of Sahel States and their Russian comrades in Africa Corps.
Despite all of this, the big-brained strategists in Brussels still fantasize about defeating both Russia decisively and confronting China. Their dream has always been control of the Eurasian heartland. Every current conflict proves their desperate commitment to that goal. And because they cannot win honest battles, expect more of their true nature: drone strikes on apartment buildings, Tomahawk missiles into elementary schools, AI-guided night raids on University dorm rooms, white phosphorus rained on farmers’ fields, and the deliberate smashing of mosques, churches, and ancient heritage sites. Their strategy is that of a spoiled child who kicks over the chessboard the moment he loses.
Third, the empire no longer bothers with moral justifications. Gone are the days of long propaganda campaigns, fake intelligence dossiers, and speeches about “spreading democracy.” The “rules-based international order” was buried in the proxy war they provoked against Russia in Ukraine. Any claim to moral high ground dissolved in the Gaza genocide. The pretense of fighting Islamic terror vanished when their own networks were caught backing Al-Qaeda-linked groups against revolutionary governments in Africa’s Sahel region. The lie that they were liberating people from theocracies died with the slaughter of 168 schoolchildren in Minab on the first day of the assault on Iran. Today they kidnap presidents, fund genocides, and threaten entire civilizations almost monthly, with barely a fig leaf of explanation. Needless to say, the next President of the United States will be truly unleashed in their reign of terror. I can only imagine that NATO operations post-2028 will make the film Apocalypse Now look like a day at Disneyland.
For all these reasons, we can only conclude that the immediate future does not look bright. The U.S. will fight harder to cling to unipolarity. NATO’s battlefield humiliations will make it more reckless. Future American leaders will commit war crimes with even less hesitation. That is why Scott Ritter’s words yesterday rang so true. Imperialism acts like a pack of rabid dogs, biting mothers and schoolchildren alike. The only answer is to shoot the dog.
Iran taught the world another hard lesson: polite diplomacy alone cannot tame these beasts. You cannot reason with them, pet them, or scold them into stopping. You must confront them with strength.
And when the whole pack charges, you do not run. We learned this from Chairman Mao Zedong, who faced down nuclear threats with an unbreakable revolutionary spirit. He said: “The atom bomb is a paper tiger which the U.S. reactionaries use to scare people. It looks terrible, but in fact it isn’t. Of course, the atom bomb is a weapon of mass slaughter, but the outcome of a war is decided by the people, not by one or two new types of weapon.” Mao reminded us that even if the worst came and hundreds of millions suffered, the people would endure, rebuild, and triumph because justice and numbers are on our side.
If diplomacy with the devil ever worked, Ukrainian forces would not be shelling their own former citizens in Donbass with cluster munitions. Those 168 schoolchildren in Minab would be preparing for their futures instead of becoming martyrs. President Maduro would speak freely from Miraflores. Families in South Lebanon would tend their orchards rather than shelter north of the Litani. Offering olive branches to imperialists only invites more bloodshed and escalation.
The only real answers to NATO’s threats are what the resistance already shows us: disciplined revolutionary cadres, selfless leaders who serve the people, advanced weapons like Burevestnik missiles and Poseidon submarines, swarms of Shahed drones, Iranian loitering surface-to-air missiles, and unbreakable nuclear deterrence backed by the will of entire nations.
