Towards the 2026 NATO Summit hosted by Türkiye – 2: Gladio’s institutional bases in the US

From the US Congress to the Pentagon, the deep state shadow over the NATO.

To understand NATO better, we should first shed light on Gladio, which lies at its center. And to do that, we should look at the state structure of the US, still the world’s greatest imperialist power. For Gladio is the deep state of US imperialism.

Gladio begins with the committees

In the US, Gladio’s political structure is generally represented by the “hawks,” and it begins with the committees attached to the Senate. The committees established in the economic, political, and cultural spheres, together with the executive bodies they direct, form the core of real power in the US.

These committees, made up of Republican and Democratic senators, have been under the control of the hawks for years. It should be emphasized that especially after the 1990s, this structure came to represent real power.

The first article of the US Constitution grants legislative authority to Congress, which is divided into two chambers: the Senate and the House of Representatives. Under the Constitution, Congress has extraordinary powers, from declaring war to levying and collecting taxes, printing money, and raising an army. Again, according to the Constitution, Congress, the President, and the judiciary are separate and independent from one another under the principle of separation of powers. By its very nature, this system allows an organized force to embed itself within these institutions.

Legislative activities

There are 17 committees attached to the Senate and 19 attached to the House of Representatives. Legislative proposals are first submitted to a committee. If the committee chair does not accept a bill, it doesn’t go further. If the committee accepts it, the bill is sent to the relevant subcommittee. After the draft law is approved in the committees and in both chambers, it is sent to the President. Once the President approves it, it becomes law. If the President vetoes it, the bill must be approved by a two-thirds majority in Congress to become law.

Congress and its committees are not defined in the Constitution. What we have here is established practices, rules that have almost acquired the force of law. It should be underlined that these practices became “rules” especially after the 1990s, that is, after the emergence of the Mafia-Gladio system.

In addition to its legislative authority, Congress also has powers of research and development, as well as oversight. Its oversight authority applies to ministers, executive bodies, and the presidency. Its research and development authority is exercised especially through subcommittees consulting experts, lobbies, and NGOs in the decision-making process.

Power first belongs to the arms companies

After remaining quiet until the 1990s, the committees became active with the collapse of the Soviet Union. The main reason for this revival was the mobilization of economic lobbies after the 1990s.

Until the 1990s, Gladio made its weight felt in government and state institutions through its “collaborators” inside. After the 1990s, however, it began to organize itself as a “state within the state”. In other words, as a “deep state” or “parallel state”. This is how the Mafia-Gladio dictatorship was established.

In summary, the foundation of this dictatorship is the alliance between the committees attached to the US Senate and the lobbies of major corporations tied to those committees, especially arms companies. Of course, although not of equal importance, there are also NGOs and think tanks connected to these committees. The most important among them are the Brookings Institution, the Heritage Foundation, the Cato Institute, the American Enterprise Institute, the Center for Strategic and International Studies, the Competitive Enterprise Institute, and others. (Turkish readers should remember some of them from the meeting held in Istanbul under Henri Barkey’s leadership on the day of the July 15, 2016 coup attempt.)

In short, the committees function as the de facto decision-making authority, almost as a de facto government. The cabinet attached to the President and the independent agencies beneath it are tasked with implementing the decisions taken. Moreover, Congress itself sets the cabinet and the agencies beneath it. As a result, holding weight in Congress, and in the Senate and the House of Representatives attached to it, is the first condition of power. Gladio does precisely this above all.

Gladio’s power in the executive

So far, we have examined the power of the US deep state in the legislative sphere. To this power, we must also add the weight it has in the executive.

At the executive level, the institution more influential than the ministries is the Director of National Intelligence (DNI), directly attached to the President. The CIA, FBI, DIA, and 17 other intelligence agencies are attached to the DNI, the highest intelligence authority. Since it holds sways across all intelligence in the US and guides the President, the DNI is one of the most critical points of the deep state.

This is accompanied by Gladio’s influence in the Central Intelligence Agency, the Federal Bureau of Investigation, the Defense Intelligence Agency, the Joint Chiefs of Staff, the Department of Defense and the National Security Agency attached to the army. Moreover, that the National Security Agency is organized within the military gives Gladio influence inside the army.

Through this mechanism, the President, who is also commander-in-chief of the armed forces, the cabinet, and the National Security Council, are kept largely under control.

The basis of the Gladio organization summarized above is the mafia system of international capital. At its foundation of this system stand the arms companies. Among them, Lockheed Martin, Boeing, Raytheon, Northrop Grumman, and General Dynamics are the leading ones.

Rockefeller and Rothschild Families

Two families have left their stamp on the economic structure and deep state of the US: the Rockefellers and the Rothschilds.

Among the companies with major lobbies belonging to Rockefeller are JPMorgan Chase, Citigroup, General Electric, and Bank of America.

The Rothschild family forms a powerful center of power through HSBC Bank, Royal Bank of Scotland, Banco Santander, De Beers, Rio Tinto, ING Group, and Aviva.

From Gladio to NATO

We now come to the dominion that Gladio has sought to build across the world through NATO.

After emerging victorious from the Second World War, US imperialism had one overriding objective: world domination. It would pursue this objective under the guise of “defense against Soviet expansionism”. NATO was founded in 1949 under US leadership on precisely this pretext.

In truth, as former French President Charles de Gaulle put it, NATO was an organization designed to control its member states.” For that, and as required by its founding regulations, every country joining NATO was obliged to establish a Gladio structure at the very heart of its own state.

Türkiye joined NATO in 1952 after the Korean War. With that step, it brought the Kemalist Revolution to a halt and submitted to US domination.

Gladio, first organized within the Tactical Mobilization Council under the General Staff and later within the Special Warfare Department, led all the counter-revolutionary moves in Türkiye, from the atmosphere of chaos and turmoil incited to break our national unity to the coups of March 12, 1971 and September 12, 1980.

From conventional war to asymmetric war

The US entered the 1990s with the ambition of becoming “the sole ruler of the world.” Its greatest rival, the Soviet Union, had collapsed, and the world seemed to have been left in its hands. Indeed, at that time there was no second superpower capable of standing up to the US.

The road to world domination now ran through the destruction of national states (nation-states). To destroy them, it had to divide them along ethnic and religious lines. That is why the last thirty years of our world have been soaked in blood, caused by ethnic and religious conflicts provoked by the US.

They moved into action especially after the Twin Towers plot on 11 September 2001. “Radical Islam” was declared the main enemy. From that point on, this enemy had to be fought on the international stage. The solution was announced as “moderate Islam.” The “Soviet threat” of the pre-1990 period was being replaced by the threat of “radical Islam.” Here is the second act of the NATO theater.

The NATO struggle against the “Soviet threat” had been called conventional war. The struggle against “radical Islamist” terrorist organizations, many of which were themselves created with the active role of the US Gladio, was now called “asymmetric war.”

The debate over NATO’s new strategy began in 1999 and took clearer shape at the 2010 Lisbon Summit. At that Summit, “cyber war” came to the fore, and terrorism was defined as a “direct threat.”

NATO’s new strategy

First, in line with the “globalizing world,” NATO’s command and force structure had to undergo a “strategic transformation.” From then on, NATO’s objective would no longer be Europe alone, but to “ensure security and stability” across the entire world.

Accordingly, at the 2002 NATO Prague Summit, NATO’s command and force structure changed, and the establishment of Centers of Excellence was approved in order to contribute to “NATO’s transformation.” This was followed by the creation of the NATO Response Force. (Editor’s note: Response Force was replaced by Allied Reaction Force (ARF) in 2024).

All this arose from the need for a new NATO: “technologically advanced” and capable of “interoperability.” This encompassed not only the military, but also the political and economic dimensions, to come to the fore. In other words: intervention in every sphere of life through advanced technology.

With this objective, NATO’s two headquarters, Supreme Allied Commander Europe and Supreme Allied Commander Atlantic (ACT), were replaced by the Allied Command Transformation and Allied Command Operations (ACO).

ACT is headquartered in Norfolk, Virginia, the US, and ACO in Brussels. ACT became responsible for the transformation of NATO forces, and ACO for NATO operations.

By “transformation,” what was meant was the training and command of NATO forces in line with the requirements of the new strategy: asymmetric war and cyber war. After the 2000s, this headquarters in Virginia took its place at the core of Gladio’s operational command.

This headquarter can be described as an asymmetric and cyber warfare hub or as a headquarters for color revolutions where every instrument is brought into play: science and technology, industry, communications, chemical and biological warfare, energy, etc.

“Civil affairs”, which means nothing but civilian preparation for color operations, occupied an important place in ACT’s activities. Here are some of the “civil affairs” in ACT’s statutes: defense against cyberattacks, chemical and biological defense, strategic communication, early warning, science and technology organization, energy security, industrial relations, human intelligence, etc.

The NGOs commanded by ACT operate with Soros funding and under the guidance of the Open Society Institute. Among the organizations cooperating with ACT in these activities, the largest arms companies (like Lockheed Martin, Boeing, Iridium, IBM, MBDA, Dell, Aerbio, SCS) and major information technology companies.

ACT grounds its new strategic transformation in the principle of “soft power.” They define this principle as “persuading world public opinion, shaping minds, and creating model countries.” This activity is carried out through propaganda instruments and especially through NGOs: this is called “public diplomacy.” Gladio’s psychological warfare center has thus been reinforced with new technological tools.

ACT also developed relations with universities in NATO member countries. Through NATO Education and Training, the aim is to raise a “new generation” surrendered to Gladio.

ACT-Pentagon-General Staff coordination center

I have mentioned above that ACT is headquartered in Virginia. The CIA is also headquartered in Virginia. These two institutions work together.

But more importantly, the US Joint Forces Command (USJFCOM) was also headquartered in Norfolk, Virginia. Because this institution was very costly, it was dissolved in 2011, and its tasks were transferred to the Joint Warfare Center (J7 Directorate). Most importantly, J7 Directorate took over USJFCOM’s mission as the “warfare command leading the transformation of the US military through experimentation and training.”

This unit is one of the most important institutions of the US military. Its headquarters are in Suffolk, Virginia. Thus, cooperation between the US Department of Defense, the Joint Chiefs of Staff, and ACT is secured, and these three institutions together form Gladio’s operational center. In other words, Virginia, with its intelligence, planning, organization, combat capacity, and military power, is the capital of Gladio.
