US State Department imposes new sanctions on Turkish Defense Industry Institution

The US State Department has imposed sanctions on the Turkish Presidency of Defense Industries (SSB) due to the SSB’s deals with the Russian defense sector.


The notice, published in the US Federal Register, states that Secretary of State Anthony Blinken concluded that SSB had “made a significant transaction” with the Russian Federation several years ago. In this regard, Blinken determined the sanctions that must, under the Countering America’s Adversaries Through Sanctions Act (CAATSA), act against the SSB, its head Ismail Demir and three other government officials.


According to the notice, US citizens are prohibited from doing business with these Turkish citizens. The assets of the persons involved in the list in the United States are frozen, the American authorities will not issue entry visas to these people.


For SSB, the sanctions would mean a ban on US exports and more than $ 10 million in loans to the organization.


The notice will be officially published and will take effect on April 7th.
Thus, the Joe Biden Administration for SSB continued the course taken by the previous administration: in December 2020, it became known about the decision of the Donald Trump administration to impose sanctions against the SSB and the same four of its officials, and also within the framework of CAATSA. Washington then took such a step to punish Ankara for buying the S-400 air defense system from Russia.


At that time observers called these measures against Turkey “quite soft”. The tightening of the sanctions proves the Biden Administration’s discontent with Turkey.

SUMMARY: The Secretary of State has determined, pursuant to the Countering America’s Adversaries Through Sanctions Act of 2017 (CAATSA), that the Turkish entity Presidency of Defense Industries (SSB), formerly known as the Undersecretariat for Defense Industries (SSM), has knowingly, on or after August 2, 2017, engaged in a significant transaction with a person that is part of, or operates for or on behalf of, the defense or intelligence sectors of the Government of the Russian Federation. The Secretary of State has also selected certain sanctions to be imposed upon SSB and Ismail Demir, SSB’s president; Faruk Yigit, SSB’s vice president; Serhat Gencoglu, SSB’s Head of the Department of Air Defense and Space; and Mustafa Alper Deniz, Program Manager for SSB’s Regional Air Defense Systems Directorate, pursuant to CAATSA.

DATES: The Secretary of State’s determination that SSB has knowingly, on or after August 2, 2017, engaged in a significant transaction with a person that is part of, or operates for or on behalf of, the defense or intelligence sectors of the Government of the Russian Federation, and the Secretary of State’s selection of certain sanctions to be imposed upon SSB and Ismail Demir, Faruk Yigit, Serhat Gencoglu, and Mustafa Alper Deniz are effective on December 14, 2020.
